What changes in 2027

EPA revised the rule for Consumer Confidence Reports in 2024. The first report under it is due to customers by July 1, 2027. Here are the main changes; your result shows which apply to you.

What your 2027 report needs

  • A summary at the start of the reportNew

Every report must open with a summary, displayed prominently at the beginning, that briefly says what the report is.

  • The "Please share this information" statementNew

The summary must include EPA's standard statement encouraging readers to share the report with everyone who drinks the water. The wording is fixed.

  • Updated advisory for people who may be more vulnerableChanged

The required advisory for immuno-compromised people now ends by also pointing readers to EPA's website, epa.gov/safewater. The wording is fixed and must be displayed prominently.

  • Updated statement about contaminants and EPA's hotlineChanged

The fixed paragraph about contaminants in drinking water changed in three places: "indicate" becomes "mean", readers now contact EPA by calling the hotline, and EPA's website is added.

  • A definition of "contaminant"New

Reports must now define the word "contaminant", using EPA's wording.

  • Definitions of "pesticide" and "herbicide"New

If your report uses the word "pesticide" or "herbicide", it must define each word it uses with EPA's wording, unless your state approves a different definition in writing.

  • Service line inventory statement, with the direct linkChanged

State that a service line inventory has been prepared and tell readers how to access it. If the inventory is online, the report must include the direct link to it.

  • A plain-language explanation of your corrosion controlNew

Explain, in plain words, what you do to control corrosion in your system: treatment such as pH or alkalinity adjustment or a corrosion inhibitor, and monitoring of how corrosive your water is.

How you deliver and certify it

  • Certify within 10 daysChanged

Send your state (or EPA, if EPA oversees your system) a copy of the report and a certification that it was delivered and that its information is correct, no later than 10 days after the date the report is due to customers. The federal rule used to require the copy by the delivery date and allow three months for the certification.

  • Deliver the report twice a yearNew

Systems serving 10,000 or more people must distribute the report a second time, by December 31, using any delivery method allowed for the July report.

  • Post the report on a public websiteChanged

Systems serving 50,000 or more people must post the current report on a publicly accessible website. The threshold used to be 100,000. Systems that use a public website to provide the report must keep it available for at least three years.

  • A language assistance planNew

Systems serving 100,000 or more people must develop a plan for helping consumers with limited English proficiency: evaluate the languages they speak and how you'll meet translation needs.

Share CCR Ready with your members

Each member gets a result for their own system, with their own dates. Here’s a short note you can paste into a newsletter or email.

CCR Ready, a free tool from Levelflo, shows each water system what its first Consumer Confidence Report under EPA’s revised rule needs, due July 1, 2027, with its own dates. Look up your system at levelflo.com/ccrready/.

How CCR Ready works

We apply the federal rule as revised in 2024, plus your state’s dates, to your system’s size using EPA’s public records. Where we collected your 2025 report from public sources and the document itself shows it’s your system’s and covers 2025, we compare it item by item and show the page and text we relied on.

CCR Ready isn’t a regulatory determination. It doesn’t validate your water quality data or certify compliance, and it doesn’t assess state-specific content rules.
